Événements exceptionnels appelant une réponse rapide, les catastrophes se gouvernent. Elles impliquent les autorités locales et nationales, des organisations non gouvernementales, des experts et des scientifiques, des agences multilatérales et les habitants eux-mêmes. Elles mettent en jeu des instruments et des dispositifs variés de politique publique. La grippe aviaire à Hong Kong en 2009, les coulées de boue d’Alma Ata au Kazakhstan dans les années 1960, le Tsunami de 2004 au Sri Lanka, les inondations du Rhône en France de 2003 et celles qui ont touché Santa Fe en Argentine en 1999, la contamination à la dioxine de 1976 à Seveso, en Italie : six cas singuliers, parmi de nombreux autres, dont l’analyse comparée permet de dégager continuités et similitudes du gouvernement des catastrophes. Les enquêtes historiques et ethnographiques montrent comment les sinistrés, trop souvent réduits à leur condition de victimes, soumettent les mesures et les procédures qui leur sont appliquées à la critique. Elles interdisent de s’en tenir à la seule problématique de la « culture du risque » des populations affectées. Elles éclairent les multiples appropriations et transformations dont les dispositifs de gouvernement font l’objet. Elles révèlent les contextes politiques, sociaux et économiques des catastrophes pour réinscrire ces événements, singuliers et traumatisants, dans le temps long et la densité des configurations sociales. Sandrine Revet est anthropologue (SciencesPo-CERI). Elle a notamment publié Anthropologie d’une catastrophe (Presses de la Sorbonne nouvelle, 2007) à propos des coulées de boue au Venezuela, en 1999. Elle poursuit une enquête sur le gouvernement international des catastrophes sur des terrains latino-américains et au sein des organisations internationales. Julien Langumier est ethnologue (UMR CNRS Environnement, ville et société). Il a notamment publié Survivre à l’inondation. Pour une ethnologie de la catastrophe (ENS Éditions, 2008) au sujet des inondations des Basses plaines de l’Aude. Il développe une ethnographie des institutions pour saisir les interactions entre politiques publiques et pratiques des populations.
